Standard PN-EN 12899-1 applies to "fixed vertical road signs" and defines requirements for the relevant parameters such as:

- Resistance to vertical loads such as wind,

- Visibility features such as chromaticity, luminance, reflection rate,

- Durability, including impact resistance, aging and corrosion resistance.

PN-EN 12899-1 obligates manufacturers to carry out "ASSESSMENT OF COMPLIANCE" with the standard.

Compliance shall be demonstrated by:

- "Initial type-testing" in accordance with the requirements of EN 12899-5 and

- FPC (factory production control) compatible with the requirements of EN 12899-4.

System of compliance attestation divides tasks assessment between responsibility of manufacturer and of body certifying the product.

Manufacturer's responsibility is based on testing of samples taken in the company and FPC evaluation of all parameters' compliance with the requirements of EN 12899-4.

The responsibility of the certifying body is the initial type test (ITT), designed to demonstrate compliance with the standard and inspection, evaluation, approval and ongoing supervision of factory and factory production control.

Compliance with the above conditions results in issuing a certificate of conformity, which entitles the manufacturer to affix the CE marking.

"Elements, necessary quality level of which has been previously demonstrated (through compliance with the relevant European standard or CE marking in conformity with ETA - European Technical Approval) can be regarded as proven in terms of declared quality and that they do not require any further testing related to compliance with this european standard - provided that the quality of the item shall not be reduced during the incorporation of it into the product."
